Sir,
I am directed to forward for your information a copy of a Despatch dated the 15th. October last in which the Secretary of State for the Colonies directs that, save in very exceptional circumstances, it is not desirable that unofficial members of Colonial Legislative Councils should be reappointed for more than one period.
2. In view of these instructions and having regard to the fact that your fourth period as a member of the Legislative Council of Hongkong is about to teminate, His Excellency the Governor regrets that it will not be possible to put forward your name for further service. His Excellency desires to take this opportunity of recording his appreciation of the valuable assistance you have given to him and to his predecessore in office during the long period of your association with him on the Council, and he instructs me to convey to you an expression of the sincere thanks of this Covernment for the eminent services
which you have rendered to it, services which on two occasions have received the recognition of the Crown.
